Introduction:
As part of the challenges for 2024, UNICEF is facilitating the establishment of the Interinstitutional Table for Migrant Children in Chile. This initiative aims to coordinate roles, functions, and products agreed upon by various stakeholders to promote the protection of migrant children's rights throughout the migration process, based on the best interests of the child and principles enshrined in international treaties and national legislation.
Objective:
UNICEF is seeking a professional to support the implementation and management of inputs for the Executive Secretariat of the Interinstitutional Table of Migrant Children. The consultant will systematize agreements and products of the table's work, particularly focusing on the development of a protocol that regulates the application of the best interests of the child in all migration procedures and the legal assistance for children and adolescents in such situations.
Responsibilities:
The consultant will be responsible for delivering the following key products:
- Identification of Needs of Children and Adolescents in Human Mobility for the Exercise of Their Rights.
- Proposal of the Executive Secretariat's Work Methodology, with Identification of Deadlines and Expected Products.
- Proposal of Protocol Structure with a Focus on Safeguarding the Best Interests of the Child.
- Document Developing Chapter 1 of the Protocol Proposal.
- Document Developing Chapter 2 of the Protocol Proposal.
- Document Developing Chapter 3 of the Protocol Proposal.
- Document Developing Chapter 4 of the Protocol Proposal.
- Proposal of Content on Dissemination, Training, and Institutional Training Plan.
- Training of Key Actors.
- Report on Participation and Support to the Child Protection Area for the Execution of UNICEF's Work Plan Tasks Related to Childhood and Adolescence in Human Mobility.
Qualifications and Requirements:
- Bachelor's degree in social sciences (e.g., social work, psychology, anthropology, sociology) and a minimum of 3 years of relevant work experience.
- Proficiency in the design, application, and analysis of qualitative information techniques.
- Experience in working with children, adolescents, and families in situations of human mobility.
- Experience in policy design, analysis, and review aimed at children and adolescents.
- Demonstrated experience in training and operationalization of child rights and human rights approaches.
- Desired: Training in migration-related issues.
- Fluency in Spanish; basic proficiency in English is required; knowledge of another official UN language is an asset.
