Description:
The Health Financing Specialist position at UNFPA Rwanda Country Office, under the overall guidance of the Representative and direct supervision of the Deputy Representative, aims to provide strategic, technical, and programmatic support to Strategic Investment Facility funded projects on innovative health sector investment models for achieving Universal Health Coverage in Rwanda. Additionally, oversight for the Youth Empowerment Accelerator for Health is included. This role involves coordination, planning, management, and monitoring of project activities while liaising with partners, stakeholders, and government entities.
Responsibilities:
Policy Analysis, Knowledge Generation, and Innovation:
- Analyze the political, social, and economic environment related to innovative financing.
- Document project best practices and lessons learned for knowledge sharing.
- Promote partnerships and initiatives enhancing program quality.
Projects Planning, Management and Coordination:
- Oversee project implementation and development of Annual Work Plans.
- Manage stakeholder meetings, consultations, and agreements with Implementing Partners.
- Monitor budget expenditure, prepare budget revisions, and ensure timely project delivery.
Project Monitoring and Evaluation (M&E) function:
- Conduct field visits to monitor program implementation and evaluate progress.
- Plan mid-term and end-term evaluations ensuring quality of evaluation products.
Health Financing Partnerships Development and Resource Mobilization:
- Manage partnerships with implementing partners and support resource mobilization.
- Collaborate with partners for promoting innovative financing mechanisms in the health sector.
Other Duties:
- Carry out additional tasks as required by UNFPA leadership.
Qualifications and Experience:
Education:
- Master's degree in Development Studies, Project Management, Economic Studies, Finance, Public Health, Social Sciences, Demography, or related fields. A professional certification in Health Financing is advantageous.
Knowledge and Experience:
- 5 years of professional experience in projects management relevant to sexual and reproductive health, gender, population, and development.
- Experience working with the private sector and promoting access to financing by Small and Medium Enterprises.
- Familiarity with Result Based Financing projects and Public Private Partnerships.
- Strong interpersonal, organizational, and communication skills.
- Proficiency in English and Kinyarwanda; knowledge of French is desirable.
