This Opportunity:
Palladium is expanding our pool of talented international Monitoring, Evaluation, Learning, and Adaptation (MELA) Specialists. These specialists will offer technical expertise and training in all aspects of performance monitoring, evaluation, learning, and adaptation within the development sector. The focus areas include Democratic Growth and Governance, Education, Economic Growth, Energy and the Environment, Health, WASH, and cross-cutting topics such as gender inclusivity, locally led development, organizational development, and training.
Location:
Assignments are primarily located in countries where USAID operates. Some positions may be based in Washington, D.C. Consultants can work from various locations, but please note that Palladium does not provide visa sponsorship.
Reporting and Supervision:
Technical Experts will report to the Senior Director of the Center of Technical Excellence or the Chief of Party of the Task Order assignment.
Illustrative Assignments Include:
- Developing MELA frameworks and performance monitoring plans.
- Leading evaluations and assessments to measure performance and impact.
- Advising missions and partners on MELA activities and integrating lessons learned for continuous improvement.
- Providing technical assistance on knowledge management systems and documenting program successes and challenges for program adaptation.
Key Competencies Required:
- Educational background in development, social science, economics, or related fields; a doctoral degree is advantageous.
- Proven experience in leading USAID MELA initiatives with demonstrated results.
- Expertise in quantitative and qualitative methodologies, data collection, analysis, and report writing.
- Ability to collaborate effectively within a team and high emotional intelligence.
- Proficiency in English required; knowledge of French or Spanish is beneficial.
