The Role:

The Program Officer (PO) is an intermediate professional position at IFES, operating under the supervision of the Senior Program Manager within the Africa regional division. The PO's responsibilities encompass technical, administrative, development, and financial management support for existing and emerging programs across Anglophone Africa.

Major Duties and Responsibilities:

  • Act as the primary liaison with Country Directors throughout Anglophone Africa and local staff to execute projects effectively.
  • Ensure project compliance within budget and established timelines while maintaining quality standards.
  • Conduct thorough review and reporting of project finances in collaboration with the Finance team.
  • Cultivate and maintain productive relationships with field staff, consultants, and other departments within IFES HQ.
  • Assist in program design across Anglophone Africa and contribute to project implementation and monitoring.
  • Contribute to proposal development and engage in new initiative processes.
  • Support knowledge management and thought leadership initiatives.
  • Assist in budget preparation and tracking, and review field expenses and vendor payments.
  • Troubleshoot project issues and implement innovative solutions.
  • Monitor pending grant/contract actions and facilitate timely responses.
  • Oversee subaward implementation and progress monitoring.
  • Travel to field offices as necessary to support project activities.
  • Collaborate with leadership and HR in talent sourcing and recruitment.

Position Scope:

The role involves providing diverse support functions and performing moderately complex duties requiring expertise in proposal development, program management, donor interface, and research and development initiatives. Decision-making involves multi-factor analysis and problem-solving, subject to supervisory guidance, while fiscal responsibility includes project budget planning, monitoring, and financial transaction processing. The PO is required to develop and maintain collaborative relationships internally and externally, working closely with entry-level positions and participating in planning and implementing work activities with partners.

Position Requirements:

  • Education: Bachelor's degree required; Master's degree preferred in international relations, political science, international development, or similar field.
  • Experience: Minimum of 4 years of international development sector experience, NGO experience advantageous, with expertise in program design, project management, and budget oversight.
  • Related Skills or Knowledge: Proficiency in USAID and non-US grant and contract proposals, regulations, and procedures; familiarity with international donors and experience in Anglophone Africa. Strong written and verbal communication skills, proficiency in Microsoft Office, and a collaborative, detail-oriented approach are essential.
  • Language Skills: Proficiency in English required; regional language skills beneficial.
  • Travel: Up to 10% travel may be required.
